Otar Chulukhadze is an interdisciplinary researcher whose academic and professional background bridges philosophy, cultural theory, and computer science. Since 2023, he has been working at the Center for International Policy Research and Forecasting (CIPRF), where he contributes to the philosophical and cultural analysis of contemporary global and regional political developments.

In 2023, Otar earned his PhD in Philosophy from the Faculty of Humanities at Ivane Javakhishvili Tbilisi State University. His doctoral research focused on the influence of modern cultural transformations and philosophical trends on social and political discourse, offering a critical perspective on the evolving nature of identity and power in the 21st century.

Previously, between 2014 and 2016, he completed a Master’s degree in the Philosophy of Culture at the same university, where he explored cultural identity formation, postmodern theories, and the dynamics of cultural change in a globalized world.

Otar’s academic journey began in the field of computer science. From 2009 to 2014, he studied at the Faculty of Exact and Natural Sciences at Tbilisi State University, where he earned a Bachelor’s degree in Computer Science. This technical background complements his philosophical work, enabling him to approach contemporary issues—such as digital transformation, data ethics, and the cultural impact of technology—with analytical depth and conceptual clarity.
